Watford Borough Council has refused plans to build flats on top of a lap-dancing club.
A council officer has decided not to approve a housing proposal at Diamond and Strings in Market Street in Watford town centre.
The applicants wanted to add two storeys to the existing building as well as change the use of the second floor from a gentleman’s club to flats.
In total seven flats would be created.
Permission had already been granted in June by the council to convert the second floor into three flats but the latest application to build two new floors has been turned down.
In their decision report, the council officer had concerns about the size of the extension to the building.
The report states the proposed development would “appear visually prominent and discordant, harming the character and appearance of the area”.
The officer described the extension as “top heavy” and “awkward”, therefore “harming” the appearance and character of the existing building.
Applicants Heydon Estates Limited argued in their planning statement that the additional two storeys would have enhanced the street by providing a “vibrant and interesting contribution to the existing roofline”.
The statement also referred to the height of nearby car parks and Travelodge hotel.
