Richmond Council has confirmed convicted child murderer Stuart Hazell was not at the same home caught up in the alleged Barnes child abuse scandal.

The council is looking into the children’s homes open at the time Hazell is believed to have lived in the borough after the Richmond and Twickenham Times requested the information today.

The 37-year-old was reportedly born to a prostitute mother and criminal father and went into a care home at a very young age.

Mr Justice Nico told Hazell at the Old Bailey today, when Hazell was sentenced to a minimum of 38 years in prison: “You had an unhappy childhood. You had very little contact with your mother and you were placed in care when you were very young.

“You have a psychiatric history of depression, self harm and suicide attempts. A consultant psychiatrist considers you fulfil the criteria for Unsocialised Conduct Disorder.

“Your poor coping strategies led you to drugs and alcohol. None of these matters is an excuse for what you did to Tia.”

Richmond Council is compiling information on care homes open in 1981, when Hazell was reported to be living in Twickenham, but confirmed he was not at Grafton Close.

Elm Guest House in Rocks Lane, Barnes, was advertised as a gay guest house in the late 1970s and early 1980s and it is alleged young boys were taken there from council-run Grafton Close care home and abused.

Commander Peter Spindler, head of the MPS specialist crime investigations, said: “It is vital that anyone who has been affected by or has information about activity in the early 1980s at the Elm Guest House, or the Grafton Close care home, in Barnes, speaks to the NSPCC on their Helpline on 0808 800 5000, or their local police.”
