1. The Council of the London Borough of Richmond upon Thames on 14 December 2017 made the above Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Waiting and Loading Restriction Amendment Order will be to Introduce and revoke lengths of yellow lines as set out in the schedule to this notice.
3. The general effect of the Parking Places Order will be to make certain amendments to parking places in Cumberland Road, Kew.
4. The general effect of the Prohibition of Stopping outside Schools
Order is to amend the hours of operation of School Keep Clear markings on Stillingfleet Road, Barnes as detailed in the Schedule to this Notice.
5. Copies of the Orders, which come into force on 18 December 2017 plans showing the location and effect of the Orders and the Council's Statement of Reasons for making the Orders: -
(a) can be inspected, quoting Reference 17/063, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site
at http://www.richmond.gov.uk/public_notices
6. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within
6 weeks from the date on which the Orders were made, apply for the purpose to the High Court

Craig Road, To introduce a length of double yellow lines ("no waiting Ham at any time") on the south-west side of Craig Road,
opposite the junction with New Road.
Cumberland To replace a 4 metres length of parking space outside No Road, Kew 2 Cumberland with double yellow lines ("no waiting at any time") to facilitate access to a crossover.

Kneller Road, To introduce double yellow lines ("no waiting at any Whitton time") on the southern side of Kneller Road, between
its junction with Nelson Road, and a point outside the western boundary of No 111 Kneller Road.
Queen To introduce double yellow lines ("no waiting at any time")
Annes Close, alongside the grass verge adjacent to No 23 Queen Twickenham Annes Close, Twickenham.
Sandy Lane, To introduce lengths of double yellow lines ("no waiting Teddington at any time") and single yellow lines operating between 7am and 7pm on all days of the week between a point north-west of the junction of Harrowdene Close to a point opposite the rear of Nos 181-186 Harrowdene Close.

Hanworth To extend the existing double yellow lines ("no waiting at
Road and any time") by 2 metres into Loxley Road at the junction Loxley Road, with Hanworth Road and by 10 metres and 5 metres in Hampton Hanworth Road from the south-eastern kerb-line and
north-western kerb-line of Loxley Road respectively.
Moore Close, To upgrade an existing length of single yellow line to East Sheen double yellow line ("no waiting at any time") on the
northern side of Moore Close from a point opposite the eastern boundary of 1 Magna Close to a point opposite a point 2 metres west of the rear party wall of Nos 26 and __28 St Leonards Road._
Nelson Road, To introduce double yellow lines ("no waiting at any time") Whitton on the northern side, from a point 5 metres north-east of the north-eastern kerb-line of Runnymede Close, Whitton to the common boundary of Nos 228 and __230 Nelson Road._
Percy Road, To introduce double yellow lines ("no waiting at any time") Whitton on the north-western side from its junction with Ryecroft
Gardens to its junction with Ross Road.
To upgrade the existing single yellow line on the northeastern side of Wharf Lane to double yellow line ("no waiting at any time").

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure and Waiting Restrictions Park Lane, Teddington Area
(Reference 17/213)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in various streets in the Park Lane area of Teddington.
2. Whilst the works take place, the restrictions detailed in the Schedule to this Notice shall be in force.
3. The order will come into effect on 2 January 2018. The works are anticipated to be in progress from 2 January 2018 until 6 August 2018. The provisions of the order will be in force at all times throughout the duration of the works where relevant signs/cones are placed. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. Alternative routes for traffic affected by the closure will be available via North Lane, Broad Street and Queens Road and via Queens Road and Park Road.
5. It is anticipated that the road closure and waiting restrictions will be carried out on a rolling basis with local access maintained whenever possible and the prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a traffic warden; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
