1. The Council of the London Borough of Richmond upon Thames on 23 February 2022 made the above Orders under sections 6, 45, 46 and 49 of the Road Traffic Regulation Act 1984, as amended.

2. The general effects of the Orders are to introduce the changes detailed in the Schedule to this Notice.

3. Copies of the Orders which come into force on 1 March 2022, a plan showing the location and effect of the Orders and the Council's Statement of Reasons for making the Orders: -

(a) can be inspected, quoting Reference 20/121, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices.

4. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.

1. The Council of the London Borough of Richmond upon Thames on 23 February 2022 made the above Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order is to introduce school streets in the roads detailed and at the times specified in the schedule to this notice.

3. Copies of the Order which comes into force on 28 February 2022, plans showing the location and effect of the Order and the Council's Statement of Reasons for making the Order: -

(a) can be inspected, quoting Reference 21/065, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

ROAD TRAFFIC REGULATION ACT 1984 THE LONDON BOROUGH OF RICHMOND UPON THAMES (PRESCRIBED ROUTES) (SCHOOL STREETS) ORDER 2022 SCHOOL STREETS - VARIOUS STREETS

(Reference 22/014)
1. The Council of the London Borough of Richmond upon Thames on 23 February 2022 made the above Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order is to make certain changes to the exiting school streets, the effect being that no person shall enter the school streets detailed in the schedule, at the times indicated, unless the vehicle has a permit for the particular street, as indicated by the identifier in column 2 to the said schedule.

3. Copies of particulars giving further details to the Order, which comes into operation on 28 February 2022 -

(a) can be inspected, quoting Reference 22/014, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices.

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements of that Act or of any relevant regulations made under that Act have not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Kings Road, East Sheen
(Reference 22/049)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water connection they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Kings Road, East Sheen.

2. Whilst the works take place, no person may permit a vehicle to proceed, wait or stand in Kings Road, from a point outside No. 44 Kings Road to a point outside No. 47 Kings Road,

3. The order will come into effect on 1 March 2022. The restrictions will remain in force at all times from 1 March 2022 until 4 March 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for traffic will be available via Kings Road, Princes Road, Trehern road, South Worple Way, Alexandra Road, Paynesfield Avenue, A205, and Kings Road, and vice versa.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.

(b) anything done with the permission or at the direction of a police officer in uniform or a traffic warden; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)

Temporary Waiting Restricitons Station Road, Hampton
(Reference 22/050)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate installation of a valve they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Station Road, Hampton.

2. Whilst the works take place, no person may permit a vehicle to wait or stand in Station Road from a point outside No. 44 Station Road to a point outside No. 49 Station Road.

3. The order will come into effect on 1 March 2022. The restrictions will remain in force at all times from 1 March 2022 until 5 March 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.

(b) anything done with the permission or at the direction of a police officer in uniform or a traffic warden; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Church Road, Ham
(Reference 22/054)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that they intend to make a temporary Order, the effect of which is to introduce a road closure in part of Church Road, Ham.

2. The length of Church Road affected by the order passes through an area where common toads are known to cross the carriageway during their annual migration from hibernation to breeding areas. The road closure is intended to allow the toads to cross the carriageway unharmed and to eliminate the risk of accidents if drivers were to be distracted by the presence of these creatures in their path.

3. Whilst Church Road is closed, an alternative route for northbound traffic will be Church Road, Upper Ham Road and Ham Gate Avenue. An alternative route for southbound traffic will be as above but in the reverse direction.
The order will come into effect at 10am on 7 March 2022 and will remain in force until 3pm on 1 April 2022.

4. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order will apply to:

(a) any vehicle requiring access to or from "Wilmer House", Church Road from or in the direction of Latchmere Lane and to or from the rear of Park Gate house from Church Road;

(b) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(c) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Banned Turn Castelnau, Barnes

(Reference 22/055)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate investigation and repair works to be undertaken to Hammersmith Bridge, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Castelnau, Barnes

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed in a north-easterly direction in Castelnau between the north-eastern kerb-line of Clavering Avenue and Hammersmith Bridge.

3. The order will come into effect on 7 March 2022. The restrictions will be in force at all times from 7 March 2022 until 7 January 2023, whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Clavering Avenue and Riverview Gardens.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Parking Restricitons Various Roads in the Borough

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water pipe replacement works they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in various streets.

2. Whilst the works take place no person shall cause or permit any vehicle wait or stand in the roads detailed in the schedule, between the dates indicated. The restrictions will operate on a rolling basis.

3. The order will come into effect on 7 March 2022. The restrictions will be in force at all times from 7 March 2022 until 21 July 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
