1. The Council of the London Borough of Richmond upon Thames on 9 June 2021 made the above Orders under section 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.



2. The general effect of the Waiting and Loading Restriction Amendment Order will be to introduce lengths of yellow lines as set out in the schedule to this Notice.



3. The general effects of the Parking Places - Limited Time Order will be to amend a length of parking bay in Broom Road, Teddington, as detailed in the Schedule to this Notice.



4. Copies of the Orders, which come into operation on 14 June 2021, plans showing the location and effect of the Orders and the Council's Statement of Reasons for proposing to make the Orders: -



(a) can be inspected, quoting Reference 21 /023, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and



(b) may be viewed on the Council's web-site at

http://www.richmond.gov.uk/

5. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within



6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.

GROTTO ROAD, TWICKENHAM

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Richmond upon Thames proposes to make the above Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.



2. The general effect of the One Way Streets Order will be to introduce one way working in Grotto Road the effect being that no person shall cause or permit any vehicle to proceed in Grotto Road other than in a direction from east to west.



3. The general effects of the Waiting and Loading Restriction Amendment



Order will be to introduce double yellow lines ("no waiting at any time") at the junctions of Grotto Road and Cross Deep and at the junctions of Grotto Road and Radnor Road.

4. The general effects of the Parking Places Order will be to introduce a shared use parking bay, operating between 8.30am and 6.30pm on Mondays to Saturdays for permit holders, and with a 1 hour maximum stay for pay by phone users.



5. Copies of the proposed Order, a plan showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order:-



(a) can be inspected, quoting Reference 21 /089 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and



(b) may be viewed on the Council's website at

6. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Road Closures Hampton Court Road, Hampton Court

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate the installation and removal of a temporary footbridge and other works in connection with the Hampton Court Flower Show they intend to make a temporary Traffic Order, the effect of which is that a section of Hampton Court Road will be closed to traffic on two occasions as set out below.



2. The section of road to be closed extends from the roundabout outside Hampton Court Palace (the junction of A309 Hampton Court Way and A308 Hampton Court Road) to its junction with Campbell Road, Hampton Court.



3. The dates and times when these road closures are anticipated to be in force are:-



5. Nothing in the Order applies to:



(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.



(b) anything done with the permission or at the direction of a police officer in uniform or a traffic warden; or



(c) emergency service vehicles, subject to site conditions at the time of any emergency.



6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Road Closure East Sheen Avenue and Park Avenue, East Sheen

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate essential gas main replacement they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in East Sheen Avenue and Park Avenue, East Sheen.



2. Whilst the works take place no person may permit a vehicle to enter or exit East Sheen Avenue at its junction with Park Avenue.



3. The order will come into effect on 15 June 2021. The restrictions will remain in force at all times from 15 June 2021 until 5 July 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.



4. An alternative route for traffic will be available via Upper Richmond Road West, Palewell Park, Vicarage Road, Park Drive, Park Avenue and Gilpin Avenue.



5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.



6. Nothing in the Order applies to:



(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.



(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or



(c) emergency service vehicles, subject to site conditions at the time of any emergency.



7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Road Closure Elizabeth Cottages, Kew

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water utility works they intend to make



a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Elizabeth Cottages, Kew.

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed in Elizabeth Cottages between its junctions with Sandycombe Road and Lonsdale Mews.



3. The order will come into effect on 21 June 2021. The restrictions will remain in force at all times from 21 June 2021 until 24 June 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.



4. Local access will be maintained whenever practicable.



5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.



6. Nothing in the Order applies to:



(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.



(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or



(c) emergency service vehicles, subject to site conditions at the time of any emergency.

4. An alternative route for eastbound traffic (Hampton Court Bridge towards Kingston Bridge) is via A308 Hampton Court Road (westwards); A311 Church Street; High Street, Hampton; High Street, Hampton Hill; A313 Hampton Road; Broad Street; High Street Teddington; A310 Kingston Road; Upper Teddington Road and High Street, Hampton Wick. An alternative route for westbound traffic will be as above but in the reverse direction. This route is not suitable for vehicles over 15 feet and 9 inches (4.8 metres) high on account of a low bridge in High Street, Hampton Wick.



5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.



6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Parking Suspension

Ashleigh Road, Cowley Road, First Avenue and Second Avenue, Mortlake

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Ashleigh Road, Mortlake.



2. Whilst the works take place, no person may permit a vehicle to wait or stand in the following roads: -



(a) Ashleigh Road;



(b) Cowley Road;



(c) First Avenue; and



(d) Second Avenue.



3. The order will come into effect on 18 June 2021. The restrictions will be in force at all times from 18 June 2021 until 11 October 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.



4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
