Temporary Restricitons Kew Green, Kew

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate the safe and expeditious movement of traffic and due to the likelihood of danger to the public following the installation of a new road layout, they have made a Temporary Traffic Order to restrict vehicular traffic in Kew Green. The effects of the Order are detailed in Paragraphs 2 and 3 below.

2. No person shall cause any motor vehicle to enter Kew Green, the northern arm, from a point at the western kerb-line of Kew Road (A205).

3. Every vehicle proceeding in Kew Green in its south-western arm and the northern arm between the western kerb-line of the A205 and the south-western arm of Kew Green, shall cause that vehicle to proceed in a clockwise direction only, from south-east to north-west and from west to east.

4. The restrictions will come into force on 25 May 2021, continuing in force the provisions of a Notice made under S14(2)(b) of the Road Traffic Regulation Act 984 and remain in force for a maximum period of 18 months. The Council is proposing to make an experimental traffic order to continue in force these restrictions.

5. An alternative route for vehicles affected by the closure will be available via the A205 (south bound) and Kew Green.

6. Nothing in this Notice will apply to:
a) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer.
b) any vehicle being used for police, fire brigade or ambulance purposes.
c) pedal cycles.

7. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

LONSDALE ROAD, BARNES SUFFOLK ROAD, BARNES (Reference 21 /075)


1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under section 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be to:-
(a) introduce 9 metres of double yellow lines ("no waiting at any time") on the north-western side of Lonsdale Road, adjacent to the entrance to the Swedish School;
(b) extend the double yellow lines ("no waiting at any time") in Suffolk Road at the junction with Lonsdale Road by 17 metres in a south­easterly direction;
(c) introduce a coach bay outside the Harrodian School operating on Mondays to Fridays inclusive between 8am and 4.30pm with a maximum stay of 1 hour, no return within 1 hour; and
(d) make certain amendments to parking places to reflect the installation of waiting restrictions and bus stand on north west side of Lonsdale Road (adjacent to Nos. 81-101 Lonsdale Road)

3. The provisions of these Orders will be revoked at such a time as they are no longer required.

4. Copies of the proposed Orders, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -
(a) can be inspected, quoting Reference 21/075, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at

5. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. Temporary Waiting Restricitons Cambridge Road, Teddington (Reference 21/068)


1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cleansing works they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Cambridge Road, Teddington

2. Whilst the works take place no person may permit a vehicle to wait or stand in Cambridge Road between its junctions with Cambridge Crescent and Westminster Close and in Cambridge Crescent and Westminster Close at their junctions with Cambridge Road.

3. The order will come into effect on 26 May 2021. The restrictions will remain in force between 9.30am and 3.30pm on 26 May 2021 only. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate reinstatement works they intend to make Traffic Order, the effect of which will be to introduce a temporary prohibi­tion of traffic in Gordon Avenue, Twickenham.

2. Whilst the works take place no person may permit a vehicle to enter Gordon Avenue at its junction with St Margarets Road.

3. The order will come into effect on 1 June 2021. The restrictions will remain in force at all times on 1 and 2 June 2021 only. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for traffic will be available via St Margarets Road, Ailsa Avenue and Gordon Avenue.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.

2. Whilst the works take place no person may permit a vehicle to proceed, wait or stand in Latchmere Lane between its junctions with Church Road and Ham Ridings.

3. The order will come into effect on 25 May 2021. The restrictions will remain in force between 9.30am and 3.30pm on 25 May 2021 only. The order will remain in force for a period of 18 months, to allow for unex­pected events and possible remedial works.

4. An alternative route for traffic will be available via Church Road, Tudor Drive and Latchmere Lane.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

7. Any vehicle waiting in contravention of any restriction imposed by the Or­der may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Linden Road, Hampton (Reference 21/070)

1. The Council of the London Borough of Richmond upon Thames HEREBY
GIVES NOTICE that to facilitate a gas connection they intend to make Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Linden Road, Hampton

2. Whilst the works take place no person may permit a vehicle to proceed, wait or stand in Linden Road, between a point outside No. 1 Linden Road and a point outside the common boundary of Nos 13 and 15 Linden Road.

3. The order will come into effect on 1 June 2021. The restrictions will remain in force at all times from 1 June 2021 until 4 June 2021. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for traffic will be available via Linden Road, Priory Road and Percy Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

(Waiting and Loading Restriction) (Civil Enforcement Area) (No. 2) Experimental Order 2021 The London Borough of Richmond upon Thames (North East Richmond) (Parking Places) (No. 1) Order 2021 KEW ROAD (Reference 21/071)


1. The Council of the London Borough of Richmond upon Thames on 19 May 2021 made the above Order under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Waiting and Loading Restrictions Order is to introduce a waiting restriction operating at any time, and a loading restriction operating between 7am and 7pm in Kew Road, on both sides between Lion Gate Gardens and Evelyn Road/ Evelyn Gardens.

3. The general effects of the Parking Places Order is to remove sections of parking places on Kew Road between Lion Gate Gardens and Evelyn Road/Gardens.

4. Copies of the Order which come into force on 27 May 2021, a plan showing the location and effect of the Order and the Council's Statement of Reasons for making the Order: -
(a) can be inspected, quoting Reference 21/071, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

5. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director - Traffic and Engineering of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by the Order run, modify or suspend the Order or any provision thereof.

6. If the provisions of the Order continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions should be reproduced and continued in force indefinitely by means of an Order under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such an Order for the purpose of such reproduction and continuation in force may, within the period of six months referred to above (i.e. 27 November 2021) send a statement in writing of their objection and the grounds of that objection to the address below.

If any person wishes to question the validity of the Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.
