1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 10th May 2021 made the following Order under section 9 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.
The Kingston upon Thames (Prescribed Routes) (Amendment No. 26) Experimental Order 2021

The general effect of the above-mentioned Order, which will come into force on 24th May 2021, will, on an experimental basis, introduce a 'Pedestrian and Cyclist Zone' operating between 8.15 a.m. to 9.30 a.m. and 2.30 p.m. to 4:00 p.m. on Mondays to Fridays (during school term times only) at each of the following locations;

(a) in Dinton Road, Kingston, between its junction with Bockhampton Road and its northern extremity;

(b) in Latchmere Road, Kingston, between its junctions with Latchmere Lane and Park Road;

The following conditions will apply;
- during the operational hours of a scheme, entry to the zone for motor vehicles will be permitted by means of special dispensation only; and

- special dispensation (for entering the zone, identified as SSI) will be granted by the Council to residents and businesses within the affected area (as well as to Blue Badge holders who register).

3. The Order provides that, subject to the provisions of section 10 of the Road Traffic Regulation Act 1984, the Council's Director of Corporate and Communities, or some person authorised in that behalf by him, may, if it appears to him or that person essential in the interest of the expeditious, convenient and safe movement of traffic or for providing suitable and adequate parking facilities on the highway or for preserving or improving the amenities of the area through which any road affected by the Order runs, modify or suspend the Order or any provision contained therein.

4. Due to the current Coronavirus pandemic, the experimental Order and other documents giving more detailed particulars of the Order (consultation documents) cannot currently be inspected at Guildhall 2 until the building is open again for normal business. However, the following alternative arrangements have been made;

a) the consultation documents can be inspected online at


b) the consultation documents can be inspected at Council libraries which have re-opened on a temporarily limited basis; and

c) copies of the consultation documents can also be obtained by calling 020 8547 5000 (between 9 a.m. and 5 p.m. on Mondays to Fridays) or by emailing

5. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

6. The Council will be considering in due course whether the provisions of the experimental Order should be continued in force indefinitely by means of an Order made under sections 6 and 124 of the Road Traffic Regulation Act 1984. Any person may object to the making of an Order for the purpose of such indefinite continuation within a period of six months beginning from the date on which the experimental Order came into force, or if an experimental Order is varied or modified, beginning with the date on which such variation or modification came into force. Any objection must be in writing stating the grounds on which it is made and sent to either the Director of Corporate and Communities, Traffic Order Section, Guildhall 2, Kingston upon Thames, Surrey, KT1 1EU or to
