EXPERIMENTAL 'SCHOOL STREET' SCHEMES -IN AND AROUND ALEXANDRA ROAD AND PRINCES ROAD, KINGSTON - MODIFICATION (REF. TMO-P305)

EXPERIMENTAL 'SCHOOL STREET' SCHEMES -IN AND AROUND ALEXANDRA ROAD AND PRINCES ROAD, KINGSTON - MODIFICATION (REF. TMO-P305)

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 22nd February 2021 made the following Orders under section 9 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.



The Kingston upon Thames (Prescribed Routes) (Amendment No. 23) Experimental Order 2021; The Kingston upon Thames (Prescribed Routes) (Amendment No. 24) Experimental Order 2021

2. Further to the notice published on 3rd September 2020 (which introduced the above-mentioned experimental schemes, ref. TMO-P305), the general effect of the Orders, which will come into force on 8th March 2021, will, on an experimental basis, modify the operating times of the following 'school streets' to 8.15 a.m. to 9.30 a.m. and 2.30 p.m. to 3:45 p.m. on Mondays to Fridays during school term times only (where previously the afternoon finishing time was 3:30 p.m.);



(a) in Prince's Road, Arthur Road and Borough Road, Kingston; and



(b) in Alexandra Road and Cherrywood Close, Kingston.



3. Due to the current Coronavirus pandemic, the made Orders and other documents giving more detailed particulars of the made Orders (made documents) cannot currently be inspected at Guildhall 2. However, in line with guidance from the Department for Transport, the following alternative arrangements have been made;



a) the made documents can be inspected online at

b) copies of the made documents can also be obtained by calling 020 8547 5000 (between 9 a.m. and 5 p.m. on Mondays to Fridays) or by emailing

TMO@kingston.gov.uk

4. The Orders provide that, subject to the provisions of section 10 of the Road Traffic Regulation Act 1984, the Council's Director of Corporate and Communities, or some person authorised in that behalf by him, may, if it appears to him or that person essential in the interest of the expeditious, convenient and safe movement of traffic or for providing suitable and adequate parking facilities on the highway or for preserving or improving the amenities of the area through which any road affected by the Orders runs, modify or suspend the Orders or any provision contained therein.



5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.



6. The Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of Orders made under sections 6 and 124 of the Road Traffic Regulation Act 1984. Any person may object to the making of an Order for the purpose of such indefinite continuation within a period of six months beginning from the date on which the experimental Order came into force, or if an experimental Order is varied or modified, beginning with the date on which such variation or modification came into force. Any objection must be in writing stating the grounds on which it is made and sent to either The Director of Corporate and Communities, Traffic Order Section, Guildhall 2, Kingston upon Thames, Surrey, KT1 1EU or to
