But Hampton looked stronger in extra time and Fisher's goal survived one remarkable scramble.
Lawrence Yaku, Shaun McAuley, keeper Lovett and sub Glen Harris scored penalties in the shoot out for Hampton, with Luke Hickey and Batts blazing over the bar to leave the hosts victorious with a kick to spare.
Eastbourne beat Braintree Town 3-0 on the day to coast into the final 5-0 on aggregate.
