Allotment holders have handed in a petition with more than 2,750 signatures in a bid to save their plots in Leatherhead before the council decides whether to sell them off.

Mole Valley District Council will decide on plans to develop the 32-acre site, which includes Barnett Wood Lane Allotments and Oxford’s Merton College land, by the end of the month.

But as yet there has been no clue as to what could be built there.

The plans could be for anything from a retail village or supermarket to an entertainment complex or housing.

The council, which has previously refused to reveal the bidders or plans due to legal reasons, said the winning proposal will be discussed on July 23 and decided on July 30.

County Councillor Tim Hall said: "I think it is very bad news for Leatherhead at the moment, but it’s very hard to judge because we just don’t know what the proposals are.

"The allotments have been there for a long time and they’re full so it seems a silly thing to do, but we don’t know what we’re fighting. I hope the council comes clean very quickly then we will know what’s going on."

Justin Carty, associate director at property consultants CBRE which is marketing the site, said it cannot reveal details until July 30 due to strict EU procurement guidelines.

He said: "It would prejudice the bidders because they would have an idea of what other people had put forward. All will be revealed on the day."

Allotment holders oppose the relocation of more than 100 plots to a new site which has been criticised for being downwind of the motorway, waterlogged, full of clay soil and noisy.

Roly Edwards, chairman of the Leatherhead Horticultural Society, said they have a shop open at weekends in the allotments' car park, which would also be forced to relocate under the plans.

Mr Edwards said: "We are not terribly happy about it because the new site is very remote and we feel if everything is moved then there’s a potential security problem."

He said they were happy to support allotment holders in their efforts.

Councillor Charles Yarwood, portfolio holder for property, said Merton College and council officers were responsible for finding the best bid to be put forward for councillors to consider.

Coun Yarwood said: "Members will need to be confident that the developer’s vision is one which will successfully enhance not only the area and towns immediately surrounding the sites, but the entire district before they will consider approving the proposal."

District Councillor Dave Howarth said people were worried about what could be built on the site and its effect on Leatherhead.

Coun Howarth said: "We don’t want to stand in the way of an innovative development that brings trade and jobs to Leatherhead. But at the same time it feels a little bit crowbarred in.

"The relocation site does not seem at all suitable and a lot of allotment holders have been there for decades. It feels kind of irreplaceable." For now he reserved judgement, adding: "It depends what’s going to be there."

Campaigner John Weller said much more is at stake than just the relocation of the allotments and the group would make presentations at both forthcoming council meetings.

Mr Weller said: “We are very apprehensive about the decision. We believe money is the key issue here.

“MVDC appear to be hell bent on agreeing to this development and are happy to sell off one of the assets of Leatherhead regardless of the views of local residents.”

He called on people to attend the public council meeting at July 23 starting at 7pm.
