£2.5m: The true cost of Twickenham Riverside project


Almost £2.5m has been spent on a currently unsuccessful attempt to redevelop Twickenham Riverside since 2001, the RTT can reveal.

Between March 2007, when Richmond Council’s cabinet approved the controversial development, and December 2009, it is estimated between £643,000 and £683,000 was ploughed into the former swimming baths site.

The figure includes money spent on consultants and consultations, reports and publications, building works and officer time, estimated to be in excess of £200,000.

From 2001 to March 2007 the authority estimates a total spend of more than £1.7m, and included in that sum is £908,000 spent on a playground, cafe and other facilities in Jubilee Gardens between 2002 and 2006 by the previous Conservative administration.

The council revealed £76,000 was spent from April 1 to mid-December 2009, £18,000 of which went on solicitors with £47,500 on technical consultants and more than £1,300 on newsletters about the site.

Richmond Council leader Serge Lourie defended the the cost, revealed after a Freedom of Information request by the RTT, and said he hoped the plan would not be “derailed” or the cash would go to waste.

The figures angered campaigners against the redevelopment.

Friends of Twickenham Riverside campaigner Julie Hill, of Sherland Road, Twickenham, branded the figure “appalling”.

She said: “In his propoganda leaflets Serge Lourie repeatedly maintains his unpopular scheme is at no cost to local tax payers yet look at the figures.

“Almost £700,000 spent on a plan to build private houses on what should be public space, a playground moved to a flood plain and a building with a fish tank which will probably end up as a council office.”

Sarah Meagher, of Tennyson Avenue, Twickenham, said: “If Coun Lourie had informed the people of this borough prior to his election about these plans he would not have been given the opportunity to waste our money.”

Councillor Lourie said: “The Twickenham Riverside site has been largely derelict for almost 30 years and that has not been good for either the council or the area.

“During the course of that time a considerable amount of money has been spent on a variety of different schemes which have not come to fruition.

“We now have a scheme that will enhance the area significantly, by providing £4m worth of public amenity.

“This will include public open space and a River Centre backed by Sir David Attenborough.

“All this will be at no additional cost to the council taxpayer. That is good value for money.

“If on the other hand we were to allow the current scheme to be derailed, the money we have spent since 2006 will have been wasted and that is something we are not prepared to do.”

Coun Lourie announced the development of the riverside site, with plans to build 32 houses and a river centre, had been halted in October.

He revealed a contract would not be signed with developer Countryside Properties until after the council elections in May so the issue could be decided at the ballot box.

Its good to see that the true cost of this debacle is out at last - £700K of taxpayers money spent by this LibDem administration in the last 4 years despite their repeated assertions that the scheme won't cost us a penny! Where are the ward Councillors, Trigg, Carr and Wilson in this debate - perhaps they are leaving all the dirty work to their dear leader, Serge, who is already blaming the Tories for wasting the money if they get re-elected and cancel the project - he must be really rattled about that prospect which is becoming ever more likely. No wonder we are being bombarded with newsletters under the R&TT logo - should the LibDems be using this logo for party political stuff?
30 years of neglect? 27 of those years have been under LibDem control - perhaps its time to stop blaming everyone else and look to themselves for the source of the problem. Can anyone stomach yet another Arcadia photo of Serge and Stephen crouching together in the rubble?

Alex is correct, but should be aware of the ethos by which the Liberals live in this borough which is that someone else will always pick up the tab for the money they spend. It is simply not the case but they never learn.

In times of tough economic hardship it should be for for the Council to cut the level of the Council Tax here and not waste money on schemes which are half-baked, controversial, flawed, and lacking support.

I would like to know how much the leading Liberal councillors are worth here as they are so keen to tell us about Tory candidate finances. I bet Serge & Co would not be paying this sort of money they wasted on the riverside project if it was from their own bank accounts! Let's have some statements from the millionaire Liberals here in Richmond, shall we, instead of snide attacks on the Tories!

Teddington school 13million overspend.
Cllr Knight really dropped the ball on this project, I wonder if the Windsor knot on his Hilditch & Key shirt was to tight that day ?.

Its a great job you have when you get to take the glory when it goes well but never have to face true responsibility when it goes wrong.

Easy just increase the Council Tax again, the people of Richmond borough can afford it !!

You make some very good points here, Ratcatcher.

Other areas of massive waste include: 'Arcadia', the staff costs for Area Consultation Meetings (ACMs), and all the personal publicity generated by what is now called the 'communications' budget.

And to think there was concern when the Conservatives prudently held cash in reserves!

What we have with the Liberals in Richmond are people who will use everyone else's money on promoting themselves.

The schools budget is a massive problem in its own right. The sad thing is that the repairs element of the education budget is the first to be hit mainly because central funding support diminishes. We have to learn to live within our means and this is, sadly, something the Liberals have never understood because they are not going to form a Westminster administration so they are not troubled by national prudence.

I dread to think of the other areas of waste you could raise, Ratcatcher! What about overall staff costs of local government employees? I would quite happily share a Chief Executive with another borough!
