A man has been prosecuted and fined after years of loud, late night parties caused distress to his neighbours.

Mark Chaney of 34 Carpenter’s Court, Hampton Road, was found guilty of three breaches of a Noise Abatement Notice.

He has been slapped with a £910 fine and a Criminal Behaviour Order (CBO). The CBO can lead to imprisonment if he continues to cause alarm, distress or harassment to his neighbours. He has also been required to get help with a self-declared drink problem.

Richmond Council’s neighbour nuisance officer has accumulated evidence over years of monitoring the situation.

Complaints about Mr Chaney began in 2012, and after a series of warnings that were ignored, a Noise Abatement Notice was issued in 2014.

He was charged and prosecuted in August 2015 and given a conditional discharge after claiming he was going through a bad patch, had “got in with the wrong people” and was ready to change his behaviour. However, he continued with his late night parties.

Council officers witnessed two further breaches in November 2015 and April 2016, and Mr Chaney was prosecuted again. He pleaded guilty in June 2016, and was subsequently fined and issued with the CBO.

Councillor Stephen Speak, cabinet member for community safety said: “Richmond Council won’t stop residents from having fun, but it cannot be to the detriment of others. We take incidents of anti-social behaviour seriously and residents don’t have to suffer in silence. “This prosecution shows that this sort of behaviour will not be tolerated.

“Now that summer is here and people are more likely to have windows open we would ask all residents to show consideration to their neighbours over noise, but most especially at night.

"Residents should be assured that we have officers who will investigate noise complaints, and prosecute if it proves necessary.”
