New paving, seating, trees and flower beds will adorn Twickenham's Champions Wharf, with residents views on the development sought after.
The wharf, on the Embankment, is home to a children's play beach, which opened in 2013, and is set for a face-lift including curved wooden seating and timber benches.
Councillor Pamela Fleming, Richmond Council cabinet member for environment, said: "We have already invested millions of pounds in Twickenham improvements.
"These range from the Diamond Jubilee Gardens, the redevelopment of the Embankment and the major highway and pavement works in King Street and Twickenham.
"This is another example of us really wanting to make Twickenham a destination of choice - a place where residents, businesses and visitors want to live, work, visit or shop."
