The council approved a string of key decisions last night at a packed public meeting.

Dozens of parents and children filled the salon in York House, Twickenham, to hear Richmond Council agree to buy Richmond Adult Community College, in Clifden Road, Twickenham.

The authority will now start negotiating with the Catholic Church in the hope it will open a new voluntary aided faith school on the site in 2013.

The cabinet also suggested the council should agree at a full meeting in September that it should repay all drivers who appeal after being unlawfully fined by uncertified CCTV cars.

And it agreed a new four year strategy for libraries, which will include passing management of some to community groups and charities.
