A major junction in Richmond will continue to cause confusion for drivers, cyclists and pedestrians under renovation plans, campaigners have claimed.

Transport for London (TfL) wants to improve cycling and pedestrian safety at Manor Circus, after a cyclist died there this year, while reducing journey times for other road users.

TfL acknowledged the junction's current "underlying collision risk".

Between October 2010 and October 2013, there were three pedestrian collisions at the roundabout, three incidents involving cyclists and three involving in motorcycles, TfL said. A total of 15 collisions happened at or on the approach to the roundabout in the three year period.

In July this year, a 40-year-old cyclist died after being hit by a dustcart at the junction of St John’s Grove with the A316.

Crossings at the major roundabout are currently all zebra crossings and cyclists have to dismount to cross.

TfL wants to replace all zebra crossings with toucan crossings, which can be used by both pedestrians and cyclists, with some replaced with staggered crossings with a widened central island.

The proposals also include changes to cycle paths and pavements, removing existing concrete barriers, updating signage and providing access points for cyclists to transfer between the carriageway and new shared use areas.

Richmond Cycling Campaign (RCC) supported "genuine efforts" being made to improve the junction, but said changes had three key problems.

The group said plans introduced "severe disutility for pedestrians", the design envisages two different types of cycling - those happy to use the dual carriageway and those not - and the proposals did not appear to "significantly improve" the cyclist experience.

An RCC spokesman said: "The introduction of on/off slips for cycling is going to be confusing for everyone involved.

"By providing the markings, it isn’t really clear where people should expect to be cycling or indeed where other road users might expect to see someone cycling."

Councillor Jean Loveland, council cycling champion, agreed the proposals were "not ideal" for commuter cyclists and hoped TfL would listen to feedback.

She said: "The Manor Circus junction is not going to be the best for cyclists unfortunately, but we need to try to find ways to get their routes made continuous and as safe as possible."

A TfL spokesman said: "There is a growing demand to improve cycling crossing facilities across all arms of the roundabout. This can only be done through the introduction of toucan crossing facilities which link up the cycle lanes on the approaches to the roundabout.

"Our proposed changes are part of our plans to make facilities more consistent and improve continuity for cyclists along the A316.

"As part of the Mayor’s vision for cycling we want to encourage more people to cycle by making it as accessible as possible."
