Richmond Council is working with over 70 different arts groups to provide a drama and music festival for the borough.
The council pledged to invest £50,000 on the fringe festival in its recent budget and is now working to make it a reality by 2015.
Councillor Geoffrey Samuel, deputy leader, said: “I was delighted by the level of support for this festival from groups across the borough when I met them previously, and look forward to working closely with them in the future to make this vision a reality.”
