‘Inflation-busting fouling fines stink’

Dog owners who let their pooches poop on borough pavements are set to feel the weight on inflation in their purses, according to one pensioner.

An eagle-eyed resident snapped these two signs of a lamppost in Mill Road, between the Staines Road and the Crane River in Twickenham, warning dog foulers of a £5 fine and one nearby in Mereway Road threatening a £1,000 fine.

This was branded as "inflation as seen by Richmond Council", by Paul Epps, of Twickenham, who took the pictures.

Mr Epps, 79, of Post Lane, said: "I thought it was totally over the top.

"This amount is simply gross, and who is likely to pay it?

"Either the dog owner will pay a solicitor to fight the case - at that rate it would be worth it, or they just ignore it and wait for the bailiffs that are now employed by councils to collect parking or other arbitrary fines. Couldn't a threat of £100 do?"

A Richmond Council spokesman said the £5 sign was old and claimed it had been replaced in April although Mr Epps said it was still there.

The spokesman added: "The £5 refers to an old council bylaw. The bylaw was replaced in February 2007 with the Fouling of Land by Dogs Order, which carries a maximum penalty of £1,000.

"Updated signs have been erected in key areas based on requests from the public. Priority has been given to approaches to schools and alley ways leading to parks and open spaces."

Mr Epps added: "People are being penalised for everything these days. For smoking, having dogs, driving in bus lanes.

"I can't see why the new fine has to be so high."

The spokesman said the council also had the power to issue fixed penalty notices of £80 as an alternative to prosecution and since February 2007 one notice had been issued.

But you're not being penalised for having a dog. The "threat" of a fine only applies to those irresponsible (and disgusting) dog owners who don't see the need to clean up after their dogs - the type that give us other dog owners a bad name! So, who actually cares about this? The fine is a deterrent, it's just a shame that more people don't take notice of it.

Anyone that allows their dog to foul the footpath and then doesn't clean up after it deserves to be fined. We don't want to walk in dogs' mess, we don't want our dogs to walk in dogs' mess. If the regular perpetrators get caught and fined good - then put the money to a good cause.

The dog mess issue is the only area in which our society seems to have improved in recent years. It happens very much less than 20 years ago.

Howevere the remaining few need to be severly punished.

Dog-confiscation isn't too hard an option either. The worst offenders are the ones who let tehir dog off the lead on entering a park (Bushy Park is terrible near the car parks) and then look the other way.

It annoys me, it must be far worse for courteous dog owners, seeing a minority let their animals foul everywhere. The only worse ones are those who bag it up then leave the bag lying around.

A lot of things annoy you Ricky, infact just about every subject in this paper. I think you need to chill and get out more (avoiding the dog poo obviously). I agree though, everything is an outrage!!! :D

"Inflation-busting" is a new buzzword that news agencies love to slap in headlines to get people to read it. Do these fines have anything to do with costs or inflation? I doubt it - it's just an amount that will have more of a preventative effect.

But these are 'Maximum' fines. I'm sure that a first offender wouldn't get stung for a grand for letting their dog foul - however repeat offenders would have the book thrown at them, and quite right too.

As for inflation busting, well here's a question for Mr Epps, would not a rise from a fiver to £100 also be 'inflation busting?'

Finally, was it a slow news day when this was offered as a story?
